Temple
The temple is an important building as all the city’s ceremonies happen here. By doing Prayer ceremony you get civilisation points which are useful for constructing a new city or capturing a city and for your troop’s morale (for better fighting or resistance in surrendering your city).
When the city council is at level 15, you can build the Temple (Temple has 20 levels).

When the Temple is at level 1, you can do Thanksgiving ceremonies, which give you 400 civilisation points.
