Palace
A palace in your city is an important building; this is because when you have a palace the enemy cannot capture your city. The royal family reside in the palace in your capital city. 
At the Palace, you can train settlers & counsellors. Settlers are brave forces and they can travel to distant places and build new cities for you. 
Counsellors are representatives of the King & Queen, three Counsellors with the advancing army can help capture a new city and they also act as representatives of the king & Queen, the treasurer and the mayor in the captured city. 
At the Palace, you can see the level of civilisation you have, as well as the population of the cities that you have captured or those that have been built by settlers.
When the Palace is at level 10 you can train settlers and at level 20 you can train counsellors.
With each palace, you can build two cities with settlers or capture two cities with counsellors. (Settlers & counsellors first have to be researched at the Academy.)   
Please note: you can have a palace in all of your cities.
